Project Safety Coordination

Safety Reason prepares and reviews the Work Programs of the Safety Coordination in Projects. Designers must comply with the general prevention principles provided for in the Labor Code and Law No. 102/2009 of September 10, when preparing Project definitions.

Preparation and review of the PSS and CT

The Health and Safety Plan (HSP) constitutes the basic document prepared in the Design Phase regarding the minimum health and safety requirements to be applied in temporary or mobile construction sites.

When Safety Reason prepares the PSS in the Design Phase, the following responsibilities will be taken into consideration:

  • Establishment of methodologies for approaching the integration of general prevention principles;Information and support to the Developer on his responsibilities and actions that he must develop within the scope of Decree-Law No. 273/2003, of October 29;Analysis of associated special risks;Definition of preventive measures to be adopted resulting from the analysis of special risks;Preparation of the Health and Safety Plan or, if it is prepared by another person designated by the Developer, proceed with its technical validation.


The Technical Compilation (CT) constitutes the base document initiated in the Design phase, in accordance with the provisions of paragraph 2 of Article 16 of Decree-Law no. 273/2003, of October 29, and presented in the tender process by the Owner of the Work.

Safety Procedure Sheets (FPS)

Safety Reason prepares and reviews Safety Procedure Sheets (FPSs).

In the FPS's to be developed/reviewed, the following elements will be detailed:

  • Contract/Service Provision Data;Human and Technical Resources;Identification of constraints;Description of the activity and work procedures to be adopted;Temporary signage of the work to be adopted;Procedures in emergency situations (assessment, alert and communication);Risk analysis methodology;Temporary Traffic Signage.

Special Risk Work Plans (PRTE)

Safety Reason prepares and carries out reviews of Special Risk Work Plans (PRTEs) taking into account the Health and Safety Plan and current legislation, namely Decree-Law No. 273/2003, of 29 October.


The following principles will be applied to the PRTEs to be developed/reviewed:

  • The General Principles of Prevention will be sufficiently specific and the object of their application restricted and objective, both in time and in the scope of safety. They will have as reference an activity and it is expected that workers will be exposed to the special risks identified. The document will be developed based on the different tasks and not on the different risks. For work with high levels of complexity, the document will include procedures and work instructions drawn up based on fractional work systems.

Inspections of construction equipment (DL No. 50/2005)

Safety Reason carries out the assessment and verification of the safety conditions of the equipment on site, with the aim of ensuring its correct installation and good functioning in accordance with the safety requirements and rules of use provided for in the legislation in force, Decree-Law No. 50/2005, of February 25 (Directive 2009/104/EC, of September 16).
